Americans for Intelligence Reform

Brad Johnson, President, and retired CIA Senior Officer and Chief of Staff. Insight into current events from an intelligence angle.

Happy little daisy seeds in those mail packets from China? Maybe not.

What is going on with these mysterious, unsolicited seed packs thousands got in the mail from China? Some kind of weird marketing ploy? An invasive species guaranteed to increase the misery of 2020? A cure-all medicinal miracle plant? Why would anyone go to all that expense? Brad Johnson says it reminds him of another CCP story. You’ll have to listen to find out. What is your theory of the seeds? Let us know in the comment section.

july 28th we’re talking with brad
00:02
johnson
00:03
about a very curious phenomenon the
00:06
appearance
00:06
of unsolicited seeds
00:10
from china that have been appearing in
00:11
mailboxes
00:13
across canada in the united states as
00:15
far as we can see and certainly in the
00:16
uk
00:17
most interesting to see if they appear
00:19
in new zealand i haven’t seen those
00:20
reports yet
00:21
but i think it would be quite revealing
00:24
if it did appear in new zealand
00:25
from a couple of levels and it’s even
00:27
actually revealing if it doesn’t
00:29
certainly appears to be in keeping if
00:32
for no other reason
00:34
with the chinese actual official policy
00:37
of unrestricted warfare
00:39
um which of course would be the only way
00:41
you could defeat somebody
00:43
like the united states would not be with
00:45
conventional military means it would be
00:47
using every other sphere of
00:49
life in existence brad what’s your take
00:53
on this
00:53
on this seed thing you know i it’s very
00:57
funny i mean it’s one of those things
00:58
that pops up in many ways i’m kind of
01:01
unsure what to make of it clearly real
01:04
effort is going into this and and at
01:07
least
01:07
some level of of expense to get these
01:10
things mailed out i
01:11
uh the seed packets are everywhere here
01:13
in the united states
01:14
uh this started as far as i know maybe
01:16
01:18
and it’s hit everywhere including
01:20
certainly the area where
01:21
where i’m at just outside of washington
01:23
dc or we’re in and
01:25
inundated with these things and
01:27
everybody’s getting them
01:28
and they’re just they’re clear packets
01:30
like this with seeds in it
01:32
and it doesn’t say what the seeds are
01:34
and they’re different types i mean some
01:35
of them look like
01:36
almost like little sunflower seeds and
01:38
some are just little black
01:40
things that you know you can’t really
01:41
distinguish from any other type of seed
01:43
but they’re clearly seeds
01:45
and in the united states they’ve they’ve
01:47
been found in florida virginia
01:49
louisiana kansas
01:52
oklahoma utah and washington the state
01:54
of washington
01:55
and uh in large large numbers and as you
01:58
pointed out
01:59
uh they’re in uk and canada as well so
02:02
this is a
02:04
at least an effort against the west the
02:06
origin is china
02:08
so kind of the question is why i mean
02:10
just the shipping costs
02:12
for shipping out what looks like many
02:14
many thousands tens of thousands of
02:16
these seed packets would
02:17
would start to add up so why would
02:20
anybody put that
02:21
effort into it i mean there’s a number
02:22
of theories and i guess the number one
02:25
theory although there’s
02:26
other things that could be going on is
02:28
that these are some sort of like
02:30
invasive species plant and they’re just
02:32
sending them out by the
02:33
gazillions hoping that somebody’s going
02:35
to throw them in the ground and see what
02:36
comes up and it’s going to create this
02:38
horrible problem and be
02:39
some sort of negative impact on the
02:41
economy or something along those lines i
02:45
that seems i don’t know i mean while
02:47
that seems like kind of the most likely
02:49
scenario
02:50
it doesn’t seem all that likely to me
02:52
what this actually kind of reminds me of
02:55
and this is something we’ve talked about
02:57
in interviews i’ve mentioned many times
02:59
and i go back to the office of personnel
03:01
management opm
03:02
they got hacked by the chinese where
03:04
they stole all of the
03:07
personal information from federal
03:09
employees both people who’ve
03:11
retired from federal employment who are
03:13
active federal employment or even
03:15
who applied for federal employment and
03:17
didn’t have to be hired
03:18
those records were all there they got
03:19
them all and so these are millions and
03:21
millions of records which are
03:23
very complete from social security
03:24
number to phone number to address
03:26
everything that that person of their
03:28
personal information is in there even
03:30
parents name grandparents names
03:31
those sort those sorts of information
03:33
are all included in
03:35
what was hacked out of opm now what the
03:37
chinese have done with that they’ve done
03:38
a number of different things
03:40
uh and pretty much everybody i know
03:43
anyone who’s ever a federal employee
03:45
gets these phone calls now
03:47
and it’s a phone call in chinese and
03:49
it’s a robo call pre-recorded call
03:52
and i’m told i don’t speak chinese but
03:55
what i’m told is that they’re saying is
03:57
is stuff about how your package is ready
04:00
at the
04:00
chinese consulate and to come down and
04:03
pick it up
04:04
now just weird thing to say on these
04:07
robocalls going to millions of people
04:09
now
04:09
what i’ve guessed is you know it’s kind
04:11
of a multiple
04:13
layered sort of effort by the chinese i
04:15
mean why would they spend that much
04:17
money just
04:17
setting up these robocalls and doing it
04:19
is it just kind of a harassment so i’m
04:22
thinking you know there’s
04:23
there’s an element of harassment an
04:24
element of showing
04:26
chinese capability to get to us anywhere
04:29
and that they have all this information
04:32
and maybe like some sort of long shot
04:35
thought that whoever does speak
04:38
chinese will understand that message and
04:41
maybe they’ll be tempted to go down to
04:42
the chinese consulate and
04:44
get whatever this package is supposed to
04:46
be hey maybe
04:47
maybe it’s seeds yeah maybe it’s seats
04:51
yeah maybe now we have the answer the
04:54
other half has you know the other shoe
04:56
has dropped the other half of the
04:57
program is out there uh
04:59
but you know i theoretically that would
05:01
be
05:02
soliciting people to volunteer
05:05
to go work for the chinese to spy and
05:08
the package would be money then in that
05:10
case or something of value
05:12
in that sense i mean that’s always been
05:14
kind of in the back of my mind
05:15
what i thought they were up to is kind
05:16
of a harassment a show of power and
05:19
influence and uh
05:20
kind of a hail mary shot at trying to
05:23
get
05:24
chinese speakers to come in and
05:25
volunteer but then the siege thing is
05:28
very similar again there’s no
05:30
real clear-cut purpose i mean
05:33
doing millions of random robo-calls to
05:36
somebody hoping they speak
05:38
chinese to get them to volunteer i mean
05:40
that’s a pretty long
05:41
shot it doesn’t really make that much
05:44
sense in the scheme of things i’m kind
05:46
of
05:46
grasping at ideas to figure out why
05:48
exactly they’re doing it
05:50
but this siege thing is very similar in
05:53
that sense there’s no real
05:54
clear-cut purpose there’s not a lot that
05:56
makes tremendous sense i mean
05:58
there’s uh and we kick this around i
06:00
mean there’s other theories of what this
06:02
could be including even like
06:04
some sort of chinese company trying to
06:06
show
06:07
that uh you know that they’re mailing
06:09
all this stuff out and then they’ll go
06:10
back in
06:11
and do fake reviews to build up reviews
06:14
for companies and be selling that
06:15
commercially
06:16
or something along those lines some sort
06:18
of commercial
06:19
angle to this i mean there’s there’s
06:21
things like that that it could be
06:22
all that stuff is possible but none of
06:24
it seems
06:26
to make that much sense so under
06:29
circumstances
06:30
where it’s like this my personal opinion
06:32
is that this
06:33
this hack out of opm that they where
06:35
they’ve been making all the phone calls
06:37
and um these seeds and all of this that
06:40
were missing
06:41
a major piece that there’s something
06:43
missing as to the information that’s out
06:45
there because it seems like
06:47
too much money and too much effort you
06:48
know how many people have to be involved
06:50
in sending out
06:51
you know who knows tens of thousands of
06:53
packages of seeds it just
06:55
it’s and and like i say the shipping
06:57
cost and
06:58
all this the same with the robo calls to
07:00
everybody why
07:02
would they go to this troubling expense
07:03
i mean it seems like a
07:05
extraordinarily inefficient way to
07:08
make some sort of power display in the
07:11
united states and
07:13
say you know 90 percent or more of the
07:15
people that get these chinese phone
07:17
calls just hang up they don’t know what
07:18
it is you know they don’t pay any
07:20
attention
07:20
even in the federal employee circles i
07:22
mean people that work in
07:24
all the different federal agencies that
07:26
have nothing to do with intelligence
07:27
would pay
07:28
zero attention to something something
07:30
like that so i
07:31
i it doesn’t really have a clear-cut
07:33
purpose to me which makes me sort of
07:35
question these programs
07:36
like i said i think actually we are
07:39
missing a very valuable piece i think
07:41
it’s significant somehow
07:43
because of the effort behind it but what
07:45
that is
07:46
i think we’re missing a valuable piece
07:48
of information that’s going to kind of
07:49
give us clues as to what’s going on
07:51
one other little tiny aspect i mean this
07:53
is
07:54
you know not particularly important in
07:56
the scheme of things but i know
07:58
my personal phone number has been used
08:01
and i’ve been getting these robo calls
08:03
all the time
08:04
and but also my phone number was given
08:06
out
08:07
to a what appears to be a criminal group
08:10
it was under investigation they were
08:11
calling out making threats
08:13
things like this so and in one way i
08:15
take it as sort of a backhanded
08:17
compliment because
08:18
you know it was a simple harassment by
08:20
the chinese meaning they already knew it
08:22
was a lost cause to try and approach me
08:24
for anything positive to them so in that
08:26
sense i take it as a
08:27
as a backhanded compliment but
08:29
nevertheless we know that those things
08:31
are going on at least
08:32
once anecdotally i know for a fact that
08:35
they were passing those phone numbers
08:36
out
08:36
to other groups to pursue one way or
08:38
another what that
08:40
is supposed to do or accomplish even
08:42
then i don’t know what
08:43
what good does it do the chinese to
08:45
steal my information
08:47
give it to a group that calls me up and
08:48
makes threats you know
08:50
i just i don’t really see the point what
08:52
am i what am i supposed to do
08:54
differently than i’m doing based on that
08:57
so
08:58
again but still tremendous effort they
08:59
take a certain level of risk by making
09:01
these
09:02
communications and passing out the
09:03
information and making these robo-calls
09:06
and all that
09:06
i guess my one kind of conservation of
09:11
this is that people who should be doing
09:14
something about it which would be mainly
09:16
the cia since this is
09:18
some sort of overseas effort by the
09:20
chinese against the united states
09:22
to some degree inside the fbi but
09:24
externally outside the uh us
09:27
the cia should be doing something about
09:29
all of this and not just allowing this
09:31
stuff to go unchallenged but
09:33
nothing is happening nothing’s being
09:34
done to stop it
09:36
i don’t know they’re just sort of
09:38
allowing it to go forward with no with
09:40
no response so
09:42
again i’m i it doesn’t make perfect
09:44
sense to me i find it very odd
09:46
i think these things are related i think
09:48
we’re beginning to get more data
09:50
when we see what these seeds are as i
09:52
said they’ve all gone to usda the
09:54
the department of agriculture state by
09:56
state
09:57
are gathering all these seeds in and
09:59
presumably sending
10:00
most if not all up to usda and they’re
10:03
testing them to see if there’s any
10:05
uh other sorts of you know
10:08
powders or anything that’s mixed in with
10:10
the seeds or anything dangerous
10:12
and of course they’ll be able to
10:13
identify pretty quickly what these seeds
10:15
are although no information has come out
10:17
on that yet so
10:18
i think that’s kind of the next step
10:20
we’ll see what these seeds actually are
10:22
and hopefully that’ll shed some light on
10:25
why anybody would conceive of doing this
10:28
well i guess all i can you know i keep
10:31
thinking about something which was said
10:32
apparently it was reputed to have been
10:35
said by a chinese general during the
10:37
vietnam
10:37
war which is their claim was that they
10:40
could defeat
10:42
the americans by even if they just equip
10:45
their soldiers with
10:46
a fork and the implication was there’s
10:50
just so
10:50
many people that they could do minuscule
10:54
little things
10:55
and overwhelm the states and it reminds
10:58
me of some chinese
10:59
intelligence gathering methods which i
11:00
think they refer to as
11:02
mosaic where they just get all the
11:04
information
11:06
instead of looking for targeted
11:07
information they have the manpower to
11:10
just take
11:10
all the information which is of course
11:12
why we shouldn’t let them put in 5g in
11:14
and then put it up on a big mosaic and
11:16
then know everything about who we are
11:18
what we’re doing
11:19
so it feels like these things could be
11:21
just
11:22
as they see themselves as having
11:24
limitless resources
11:26
they don’t need to have an efficient
11:28
attack
11:29
they just need to have an attack just
11:32
first yeah maybe that kind of
11:34
death of a thousand cuts sort of
11:35
philosophy just pick wherever you can
11:37
and if you get one drop of blood out of
11:39
it then it’s worth doing
11:41
i mean that that may be ultimately the
11:43
uh
11:45
you know an unconventional warfare
11:47
tactic that they’ve picked up to uh
11:50
to try and just spread pandemonium and
11:52
maybe the only reason for doing it is
11:54
just that just to spread the pandemonium
11:56
and absorb resources and effort on the
11:58
part of even if it’s the us department
12:00
of agriculture and the
12:02
state the various states department of
12:04
agriculture
12:05
it does absorb time and effort and of
12:07
course you’ve got
12:08
people out there looking at these
12:09
packets of seats going you know what the
12:11
heck are these things you know what is
12:12
this why should i
12:14
what am i supposed to do with this is it
12:15
dangerous or whatever maybe it’s
12:17
that’s it maybe that’s all they’re up to
12:19
is just thinking that that
12:20
absorbs resources and spreads
12:24
i guess fear thank you very much brad
12:28
johnson very interesting
12:29
best advice to anybody who gets seeds in
12:31
the mail
12:32
call the federal agricultural ministry
12:36
or or federal police force and
12:39
without opening the package turn those
12:41
seats in
12:42
whatever they are they won’t be they
12:44
won’t be tomatoes
12:46
[Laughter]
12:48
that’s right
12:59
[Music]
13:04
do
13:09
[Music]
13:17
you
