Americans for Intelligence Reform

Brad Johnson, President, and retired CIA Senior Officer and Chief of Staff. Insight into current events from an intelligence angle.

Slap on wrist for Chinese student spies? Naval base breached.

In a perfect example of why Americans for Intelligence Reform exists, Brad Johnson, retired CIA Operative and President, reveals the appalling consequences of politicizing our CIA, FBI, DOJ. Two Chinese students, pretending to be tourists, got into Key West Naval Air Station, took pictures of our sophisticated communications operation, likely uploaded direct to the CCP and erased, and now face at most a six month sentence. Under the easy-to-obtain student visa, dozens of incidents have taken place; always with just a slap on the wrist. The Chinese Communist Party ‘s infiltration will lead to disaster if the “wussification” of our intelligence community continues. Yet this insidious Chinese behavior garners little attention. Visit intelreform.org, get involved, bring this issue to national attention and help push forward necessary reform.

um Brad Johnson April 29 2020 there were
00:05
some underreported arrests of some
00:08
Chinese people in a Key West in Florida
00:11
what can you tell us about that is it
00:14
related to all of the is it related to
00:16
why I had to wait in line 25 minutes
00:19
today well I don’t think it’s
00:22
particularly related to Cove it but it
00:25
is an interesting thing now one of the
00:27
things that I’ve mentioned over and over
00:28
and over it’s just how the China views
00:31
every every possible way that they can
00:34
stick a knife into the United States as
00:36
this part of this viable overall
00:38
strategy so where they have to take a
00:40
back take a step back in negotiations on
00:43
trade deals and things like that which a
00:46
president Trump is tough as nails on
00:48
that cuz he understands that stuff very
00:49
well where where they take a step back
00:52
there they’re taking two or three steps
00:53
forward on a whole bunch of other things
00:55
and one of them is espionage they’re
00:57
just running amuck on espionage and have
00:59
had tremendous success they’ve wiped out
01:02
the CIA espionage program in China
01:05
they’ve had good success is recruiting
01:07
against the CIA and getting penetrations
01:10
of the CIA number of people or in Gao
01:13
for that very thing in a bin arrested
01:16
and so who knows if there’s anybody else
01:18
we don’t know about that’s still
01:20
cooperating with the Chinese what we’ve
01:21
seen that they’ve done at all of these
01:24
institutes and universities where
01:26
they’ve made inroads where we’ve had
01:27
dozens of people either fired or
01:29
resigned because of their relationships
01:31
to the Chinese government and by the way
01:34
I’ll point out to everybody some of the
01:35
most people that focus on there is an
01:37
espionage law in China now in our
01:39
espionage laws in China or in the United
01:41
States but we we basically say okay if
01:43
you’re spying against the United States
01:45
if you’re conducting espionage against
01:48
us that’s illegal and so you’ll be
01:50
arrested and taken to jail the Chinese
01:52
espionage now that laws they have that
01:54
too but what they also have is that by
01:57
Chinese law if you are a Chinese citizen
02:00
you are legally obligated to spy for
02:03
China if they require it of you you do
02:07
not become anyone of any mmm
02:11
Horton’s or monetary value in China
02:13
without being part of the Communist
02:15
Party and to show your loyalty the
02:17
Communist Party you’re expected to do
02:18
all that stuff if you come across
02:20
something you’re supposed to come back
02:21
and report it to the powers that be and
02:23
let it go up up and down to the channels
02:24
do with what they want and they’ll come
02:26
back to you and tell you what they
02:27
expect you to do so it’s it’s quite
02:29
different from us if you’re just Joe
02:31
Schmo traveling to X country and see
02:33
something you know you never say
02:34
anything to anybody probably but in
02:36
China they’ve got to go back and report
02:38
that and if they don’t get caught you
02:40
know there’s that that doesn’t play well
02:41
to the Communists
02:42
so at any rate now this is a little bit
02:45
different deal in Key West
02:47
beautiful little basically an island
02:49
it’s all connected by roads but it’s
02:51
it’s basically a little low-level lying
02:53
island in a river delta at the very
02:56
southern tip of Florida it’s the
02:58
southernmost part of the United States
02:59
and at the southernmost part of the
03:02
southernmost island of Key West
03:04
there is a naval base beautiful spot
03:07
beautiful beaches really nice if you if
03:10
you’re in the Navy and have a chance to
03:11
go spend some time in Key West I
03:13
recommend it it’s beautiful spot lots of
03:15
historical things there as well and they
03:20
but that this Naval Base now as you can
03:22
imagine you know I this isn’t stuff I do
03:24
never in the Navy so can’t can’t talk
03:26
about this but you can all understand
03:28
where they would have communications and
03:30
things of that nature at this place out
03:32
right on the edge of the of the ocean
03:35
there where communications can do well
03:37
again I don’t know this for a fact but
03:40
it would certainly be a good place where
03:41
you’d want to put some of the very ultra
03:44
low frequency communications for
03:46
submarines for example where we’d have
03:48
the greatest reach out into the Atlantic
03:50
Ocean and you can just imagine things
03:52
like that that that would exist there so
03:56
antennas are always very important in
03:58
the scheme of things so what happened is
03:59
basically late last year after Christmas
04:03
we had two groups of picked a group of
04:06
two Chinese students and one Chinese
04:09
student breached the base and in one
04:11
case they drove a car up to the gate the
04:14
guard stopped him and they said oh we’re
04:16
just you know tourists looking around
04:17
and he said no turn around this is the
04:19
base you can’t they just drove straight
04:21
through and went into the base
04:22
we’re driving around taking a lot of
04:24
photographs and and then uploading him
04:27
back so they weren’t on their phones
04:29
anymore to god-knows-where and then they
04:32
finally get pulled over and caught and
04:33
arrested and now they’re gonna be
04:35
sentenced and they’ll get a slap on the
04:36
wrist they’ll get a few months in jail
04:37
and and be let go and then a couple of
04:40
months later another Chinese student
04:42
does that this time he swims around the
04:44
barrier it’s like you said it’s on the
04:46
southern tip of an island maybe a fifth
04:50
of the island is the Navy base and so
04:52
out into the water you know they have
04:54
the little fences that extend out into
04:55
the water and he swam around that to get
04:57
up on there and what are they doing
04:59
they’re taking pictures of antenna
05:00
arrays and all of these sorts of things
05:02
now let me just say for everyone in kind
05:06
of the general intelligence world order
05:08
of battle for the military is a big deal
05:10
you know they always are collecting that
05:12
sort of information of course we would
05:15
never go take pictures of enemy antenna
05:17
arrays of that sort of thing to send
05:19
back to be analyzed to know what they
05:20
are but of course the Chinese would do
05:22
that against us so that’s precisely what
05:24
was going on here these guys are Oh
05:27
hundred percent tied to intelligence and
05:30
based on the target taking photographs
05:33
of military installations antenna arrays
05:35
they are Chinese military intelligence
05:38
and these are young probably officers
05:41
and military intelligence and this was
05:43
their duty and how did they get to the
05:44
United States student visas now how
05:47
often have we seen them used student
05:48
visas all of the time we’ve even had an
05:51
arrest there’s somebody in prison or
05:53
right now who was illegally obtaining
05:57
student visas for Chinese intelligence
05:59
officers to use to get into the country
06:02
I wouldn’t be surprised if that guy got
06:04
the visas for these kids he’s got there
06:06
in the late 20s and and they’ve gone
06:09
into the space got all their photographs
06:10
uploaded to them not too much in their
06:12
phone anymore they all get arrested they
06:14
get a slap on the wrist they go to you
06:16
know a fairly easy jail for six months
06:19
or nine months they get sentenced to
06:21
some really low thing and that’s it they
06:23
wash their hands of it then they go back
06:25
as champions to China and it has to be
06:27
military intelligence in my opinion
06:29
because very educated guess because of
06:32
what they’re there there
06:34
interest was in and like I say taking us
06:37
and ten arrays and installations and all
06:39
this at this Navy base and that Navy
06:41
base is you know fairly significant in
06:44
the scheme of things you do hear
06:45
references to Key West all of that and I
06:48
I’m not privy to what goes on inside
06:50
that base but like I say it just is
06:53
positioned such that it has to be
06:55
involved with certain things and
06:58
communications is going to be one of
06:59
them because of how its positioned so
07:02
they’re going to be interested in that
07:03
sort of thing but it’s going to be the
07:04
Chinese military so clearly an espionage
07:07
case clearly these guys are getting
07:09
arrested for trespass you can get the
07:10
slap on the wrist basically end up gonna
07:12
go home heroes so it’s just one more
07:14
case of this and it’s one of these
07:16
things they’re gonna be sentenced so one
07:18
or two of them are gonna be sentenced
07:19
here soon coming up in the next two
07:21
weeks I think they’re going to have some
07:23
hearings on the sentencing end of things
07:25
and like I said these aren’t crimes
07:27
where the sentence is so drastic they
07:31
know that so for them it’s worth it this
07:34
guy goes and sits in jail it’s not going
07:37
to be hard time and they get they’re
07:41
getting paid you know their salaries
07:42
they’ll just stop me is you know going
07:43
into the bank account back home so it’s
07:46
not that hard of a deal for them to do
07:47
it so they’re willing to throw these
07:49
young people at them as party probably
07:51
part of a I wouldn’t be surprised if
07:53
this was a graduation exercise that they
07:55
were doing for young military
07:56
intelligence officers I would not be
07:57
surprised if it was something along
07:59
those lines but that’s that’s exactly
08:01
what this case was and it’s just one
08:04
more of dozens and dozens of examples of
08:07
very hard charging Chinese intelligence
08:11
collection operations geared and aimed
08:14
directly at the throat of the United
08:17
States of America and I’ve got to say
08:20
now the FBI has come out with some stuff
08:22
in 2018 and begun to warn about it and
08:25
they’ve started to reach out a little
08:26
bit but you know OMG are they so far
08:30
behind the power curve and where on
08:32
God’s green earth is the intelligence
08:34
community where is this yay where is
08:36
everybody on this and they’ve just
08:39
gotten to be such useless people that
08:42
don’t understand the intelligence
08:43
business that I’m not sure that there’s
08:45
anything there left to work with
08:47
and the FBI counterintelligence I don’t
08:50
know they’re just they’re all gone out
08:51
to lunch I think anyone good is gone
08:54
there’s nobody left there that’s worth a
08:56
damn and this is part of the problem of
08:57
where we’ve seen this get so politicized
09:00
and they are so involved in the politics
09:05
of what’s going on that all the people
09:07
that were good that know how to do the
09:09
job of left to be replaced with these
09:11
guys that only do the political end of
09:13
things and so they don’t understand they
09:14
don’t see I’m stunned at the
09:18
incompetence and the fact that we’re not
09:19
striking back why are we laying so quiet
09:23
doing so little while the Chinese just
09:25
run rampant in the United States I got
09:27
to say the wood suffocation has been
09:30
completed in the US federal government
09:33
intelligence community and I for one
09:36
just I I cannot tolerate it we all have
09:38
to is unfortunate it’s such a closed
09:40
world because not everybody can just
09:42
stand up and go this is nots if we saw
09:44
the US military have been gutted the way
09:47
it was and the similar type of people
09:49
run rampant in the military doing what
09:51
they’re what they’ve done in the
09:52
intelligence community you know I think
09:54
people would be tarred and feathered and
09:56
run out of town for such stupidity but
09:57
it’s it’s such a closed little world in
10:00
intelligence that it’s just not that
10:01
apparent and said it’s a sad and
10:04
dangerous thing to see I wonder what
10:08
would happen to an American spy that was
10:13
caught in China I’m guessing more than
10:15
just making them needed one of those
10:16
what markets I yes well I would just say
10:20
I think that you know drawing from a
10:23
slightly different case as we know
10:24
there’s a satellite state of China which
10:27
is called North Korea and we had a young
10:29
student there named warmbier I believe
10:31
is his last name this poor young man who
10:34
I think he touched a poster and wanted
10:36
to try and take a poster that was of the
10:38
dictator of North Korea and basically
10:41
was beat to death and into a coma and
10:42
finally I’m allowed to come back to the
10:44
United States to die so I think we know
10:47
that that that the treatment would not
10:49
be so easy as a slap on the wrist in a
10:52
you know hotel type jail setting that
10:55
these these changed intelligence
10:57
officers are going to get Club fed
10:59
thank you very much Clark very much Brad
11:02
Johnson that’s that’s really something
11:03
to think about
11:12
you
